Low refrigerant.

The system has low pressure switchs. If it still has some refrigerant it will cool but not properly.

You don't want to do too much hot wiring in the air conditioning department.
Like Twinboat says, The system has low refrigerant switches to prevent the system from working when the refrigerant is low! How 'bout that. Running the system with low or no refrigerant can ruin the compressor and cost many pesos to repair.
