fault codes on workhorse chassis

Hi folks, need some help please, i am from England and have a problem with my RV, it is a 8.1 petrol 2004, i have reduced engine power displayed in dash, i have had the code read it says " loss of signal " and code uo107 , i have borrowed from my friends RV his throttle ecu and throttle pedel but the fault is still there, if we clear the fault code it starts up on full power no problem but as soon as you turn the engine off and try to restart it "reduced engine power" comes straight back, can anybody advise me on this problem thank you very much, yours " pulling my hair out " from over the pond.

There is a ground post up high under the dash on the inside firewall to the left of the driver. There are a number of wires grounded there. I would check that and all of the connectors between the throttle, the ECU, and the engine computer (PCM?).
