You probaby have a sensor wire grounded to the frame a some other piece of metal. I would disconnect the wire that goes to the sensor back by the tank and see what the gauge does. If it stays reading full, I would think the wire is gounded some where on the way back to the tank unit. The next thing to do is to disconnect the sensor wire from the instrument cluster. I know this is impractacle to do because there at least 20 wires that plug into the cluster and you could not know which one to disconnect unless you have a factory shop manual. All the wires go into one large gang plug. If you are fortunate to have a factory manual, and you find the fuel gauge wire and you disconnect it and the gauge falls to E then you know the ground is in the long wire going back to the tank. I would look for damage to the loom and you will find your problem there. I also have looked at my own, and found a large group of wires. They are tough to check out but you can do it. You may also find the trouble right behind the cluster. I do not think the trouble is in the cluster because you said the gauge falls to E and then back to full.
