The rod looks broken to me.
If you haven't had experience in doing this I would not recommend doing it yourself. There are a lot of parts involved to replace this rod which have to come out and go back in in the correct order. Whoever does it will need at least a steering wheel puller, a tool to depress the lock plate so the circlip can be removed and probably the tool to pull the two pins the column rotates on where it tilts. I have been doing these for years since they came out and I still lay all the parts carefully in order when disassembling the column. It makes reassembly much faster and easier.
Most GM dealers should have someone familiar with these columns. Designs have changed somewhat over the years but the original principal is pretty much the same. Tools to do the repair are available in the aftermarket.
The job can be done in the vehicle if you can find someone willing to do it. Total time should be around two hours give or take.
When I change the ignition switch on these type of vehicles I tape the control rod securely to the column to prevent the diecast part at the top from breaking while changing the switch then removing the tape when I'm done.
