Much in the same way that Workhorse doesn't make the engine and transmission, differential, brakes and all the other systems.
Detroit Steel is an integral partner to Workhorse and they produce most all of the chassis suspension components. If you look closely you will see a
DSP stamp in practically every piece of hardware on the chassis's suspension system. The Drive shaft and differential are Dana. The brake calipers are either Bosch of Merritor. Engine is GM and the transmission is an Allison. There's also Delco and others that provide componets for the finished chassis.
If you look at the top of the casting you'll see DSP Stabil-Ride.
