Vent line

So I have had a problem filling up my 2004 Tiffin Allegro 32BA on a Workhorse W20 chassis, every time, the gas nozzle acts like the tank is full but it is not, I have read multiple posts and figured it must be the tank vent, when I got under this morning I noticed one hose (small black one in picture) that goes from the fill end and does not connect to the tank, then there is another red hose going from the tank but is doubled over and clamped shut, I think this is the problem, but hoping there is someone with more knowledge than me about this, I do not know why the previous owner has done this so I am thinking all I need to do is to get a hose connector that will connect the two hoses together and hopefully that will be a fix, the question then remains as to why was this done in the first place, does anyone have any ideas ?

By the look of the hose I am wondering if it was dry rotted and leaking. A guess would be the black hose was added because of easier access to contain the leak. Looks like a screwed up mess.

It looks like someone cut the vent line and folded it over on itself. It is supposed to go up behind the filler neck and attach to a fitting there. The hose is pretty long. I think I would put a whole new one in, unkinked and hose clamp it to both ends. Should be an easy enough fix.

I would run all new as well.

Make sure the new one does not dip below the big fuel fill hose, or it may fill with gas at the low point and will not vent while filling.
