Update, Thanks for all of your input it is much appreciated. So today I was able to work on it for a few hours. I found out that their was some kind of blockage in one of the rubber lines under the drivers side on the frame. As soon as I replaced that rubber and turned the key on I could smell gas at the carb. Finally! So the engine fired right up almost immediately. New problems, It idled ok not perfect but ok a few times after starting and turning it off. I did not let it get to operating temp yet. It did blow a lot of white smoke. Then I put the air cleaner housing back on and it would not idle on it's own any longer. It would stall out if I let off the gas and it began blowing a lot of BLACK smoke from the exhaust pipe. I held the gas pedal for about 10 minutes to see if it would clear or if it would idle on it's own but it did not. I know that there could possibly be a fuel quality issue as it was sitting for a long time but the previous owner said there wasn't really any fuel in there and the guage read empty so before we attempted to start it we added fresh fuel. I am going to drop the tank and clean it out. Could this be the reason for the black smoke and maybe the stalling as well? I realize there could be many reasons for black smoke and stalling I was just hoping someone could start me off in the right direction. Thank you.

Choke plate stuck partially closed. Needle valves in carb not controlling fuel flow.

no fuel to carb

I would check the air filter for a mice nest you said it would idle till you put the filter back on

Black smoke says that you are getting too much fuel or too little air the the engine.
The white smoke was water in the exhaust system from setting unless it now does it again.
No the fuel tank will not cause the black smoke but the new frame fuel pump might.
