1997 Ford 460 No MIL, no fuel pressure or spark. Please help

I have a 1997 Damon with a 460. I went to move it a while back and it just died. I now have no MIL and no spark. I purchased another ECM and still no luck. Several things have been replaced before the ECM trying to chase this problem. New distributor, new coil, new ignition switch and new tfi.
When I unplug the SPOUT connector, I have spark, but still no fuel pressure or injector pulse. I also have spark with the ECM disconnected.
I have used a test light to check the grounds and power leads at the ECM connector. All grounds seem to be good and B+ as well as the ign leads have power on them.
I can manually close the fuel pump relay and the pump will run and get pressure at the rails. The engine will still not start due to no fuel injector pulse.
I'm sure I'm forgetting something, but I'm at the end of my rope with this thing. Any help will be greatly appreciated.

One thing that could be common to the symptoms would be the wires. Any sign of a mouse house or chewed wires?

Some sort of main power relay? On most of these systems everything gets power and the ecm does the grounding. Power at the injector plugs and sensors for instance? Also, does the tach bounce a little when cranking, if not could indicate crank position sensor.

If it was a Chevy / Workhorse I would say ignition switch, engine will still crank even though the power is NOT applied to the actual ignition side. Do the gauges self test or even move when it is turned to "on", does the radio come on, steps retract?

Common problem, BAD PCM.
Make sure the ICM you replaced was a black one.
The gray one is the wrong one.

Does you ECM have to be coded to the vin# ? I have a 1997 GMC that was like that. I replaced the ECM and it would not start . I then had to send it away to be coded to the vin , then it worked fine. I know yours is a Ford , but it is something to look at.

Just to update you all on the rv. I exhausted all tests I could think of and decided that all signs pointed to a faulty ECM. I was lucky enough to find one within 100 miles so I made the trip. Got back and put it in and everything is back up and running again. Who would have thought the new ECM i bought would have been bad. $350 spent on nothing. I truly appreciate everyone for the responses.

For your information.
Ford does not call it an ECM in your F53.
It is called an PCM.
Powertrain Control Module (PCM): The module that controls the EEC system.
Ford did call it an EEC module up to 1993 when the name was changed by the SAE. So Ford went along with the name change.
