I suspect the breaker is not really bad but a replacement will have clean terminals. Use some sandpaper and clean the wires until they are shiny. Twelve volts cannot push through any corrosion or contamination.

Thanks to everyone for the info and the suggestions. I did get the part at Auto Zone and put it on, and the converter/charger is keeping the battery charged nicely!
