Sorry... I rebuild my own engines, I do not go to shops for one bolt.

The dry ice idea is "cool" where does one get some, they don't have it at the local grocer?
For dry ice, you might try finding a company that services fire extinguishers. That's the only place I know in my area that supplies dry ice.

Time to close this one out.
I broke down Saturday and applied a propane torch carefully to the wheel hub and shaft. After some heating, the steering wheel puller popped it right off. I turned it 2 splines to get her on center, took a test drive to make sure it was centered, then buttoned everything back up.

Recap: 1999 F53, with recent alignment, steering wheel is off center maybe 1/8 turn to the left.
The drag link on this chassis is solid, not adjustable. Tie rod is adjusted only for toe.

Unlike many, this wheel is not keyed, it will go on in any position.

According to Ford TSB's, the proper and only way to center the wheel is to pull it off, and turn it a bit on the shaft when reinstalling.
