It's 25 years old. It could be many things other than a fuel filter.

Fuel Pump
Clogged inlet in tank from 25 years of bad junk in tank
Bad Spark plugs
Bad Spark plug coil

I think its time to get it to a profession who can diagnose and repair.
Good luck

The blinking shift lever means there is a fault in the computer controls. The codes need to be read to troubleshoot.

While the light on the stalk was blinking what was the Speedometer working right?

None of the following will make the stalk lamp to blink:
"Fuel Pump
Clogged inlet in tank from 25 years of bad junk in tank
Bad Spark plugs
Bad Spark plug coil"

It will be hard to find a professional that wants to work on a 1994 F53 and also knows anything about it.
You may have to a little work on it yourself.

Here is the code reader that you need to read the codes. Its the INNOVA 3145 Ford Digital OBD1 Code Reader.
You can buy it at most auto parts stores for around $30.00.
OR you can get it on Amazon.
