Need creative way to get front hub off

Photo 1 is what the hub cap mountain system looks like on this 84 ford e350 tioga.

Photo 2 is what is looks like installed.

The problem is that the Black Center Dial (with bolt that screws in) is stripped I guess or the inner nut is turning.

I don't want to cut off the hub cap to make this work, but I will need air some time soon so thought I would seek some guidance from any wizards that has had similar problems.

Any advice would be helpful.
