Once chasing down an electrical problem i found this fuse block under the dash cap. I'd have never known it was there. The cap had 4 or 5 leather capped screws and off it came.

Ok, what I'm about to tell you sure makes me feel stupid. I could just slink off and leave it unsaid, but it might give you a laugh and also help someone else, that's the way I roll.
First, Bill thanks for that pic of the control panel and the layout of the connectors. I checked the power on the LB/r stripe, no voltage. The ground did show that it had a good ground. Ok now back out under the hood and look at that fuse box that you sent the pic of, your second post Subford. The one that that pic matches is under the hood on mine.
Now I noted the box cover and where fuse 13 was supposed to be located, holy whack on the forehead, I had checked those fuses at least two times. Every one except number 13, there was no FREAKING fuse in the spot for 13!!!
Ok get a fuse, only had a 10amp, plugged it in and waited for the magic smoke to appear, none. Checked the Dash lights, they WORK, all lit. WOOHOO, now to put the dash back together, only took a couple of hours
