steering stabilizer shot?

Been fighting with the steering on my 1995 F53, especially when cutting the wheel all the way to the left.
Yesterday after I went for a short drive around the block I noticed a little puddle of fluid about the size of my fist. Crawled under and there was oil coming out of what I think is the steering stabilizer. It's a horizontal gas shock located right under the oil pan. Oil pan and drain plug are dry.

Questions:
1) Am I right that this is the steering stabilizer that needs to be replaced?
2) Any recommendations for replacement?
3) How easy is this to DIY?

The short:
1. No it just a Damper, they did not have one on it when new. It had the wrong stroke is why it is now leaking and limiting your turn.
2. A red Safe-T-Plus.
3. Yes it is, see attached PDF.
