Do you have a Smartwheel? If so the whole center piece just snaps out by pulling up.

A Smartwheel has controls on the steering wheel for wipers, headlight flash, cruise control, etc. It looks like this:

Please post a picture of your steering wheel. If it is like mine I can tell you how to remove it.
Do NOT try to pry the horn button off the wheel! It doesn't come off the way you might think. The horn button comes apart and it is not obvious.

Hello nehog,
Would you please tell us specifically how the horn button comes apart, and how to remove the steering wheel?
The steering wheel that my RV has is very commonly used on diesel pushers in the 1990s and early 2000s.
I am going to try to post a photo of the style of steering wheel that I am talking about. This photo is similar to the wheel in my Winnebago. It is not a "smart" steering wheel. It has two spokes that go from the center to the outside of the steering wheel. The horn button is in the center of the wheel and approximately 4 inch in diameter.
Thank you.

That disk in the center comes out, but the outer fluted ring it sits in is fixed and cannot be removed. I pry mine out with a thin blade such as a jam spreader, but any thin stiff tool will work. The disk will be attached with a wire, which has a pull off connector.

Its been a while since i did mine but its like Peter said in the above string -it prys out. once the horn button is off you will need to look at the wheel and see what needs to come off for the horn circuit. you will need a large metric socket and breaker bar to remove the nut. (IMPORTANT !!! Mark the shaft and wheel to allow you to reinstall the wheel in the correct same position)
Then use a wheel puller (available to borrow at Autozone or O'Reilly's or purchase one at Harbor freight). Once you have tension on the wheel puller you will most likely need to REALLY HIT the center bolt of the puller to assist in popping the wheel off. .
FYI
you may want to disconnect the chassis battery so the horn does not short out
