97 Windsor fuel tank vacuum

I bought a 97 windsor in August and when I remove the fuel tank cap to add fuel, the tank has a vacuum. The first time I took cap off I thought it was vacuum but did it quick and wasn't sure. This weekend when I filled up I was careful to do it slowly so I could be sure, and it was for sure vacuum. Anyone know if there is the tank vent or vent filter that may be plugged. I had to replace a tank vent filter on my car once and hope this will be as simple as that.

I had a similar problem, and it turned out that a mud wasp plugged up the vent line. It could be any number of reasons, but it is very likely the vent line is clogged. Some vent lines go into a canister, and that gets gunked up. Not sure with your specific model, but follow the vent line and see where it goes. I got an old Toyota, os it just has a rubber line hanging down.
