Inc/dec rpm

2004 HR Ambassador with 330 ISC Cummins. The INC/DEC RPM hasn't worked since I got this coach last Oct. Now, 5000 miles later, we hear a beeping while driving down the road. It's coming from behind the dash in the vicinity of the INC/DEC switch which is now illuminated. When stopped, pressing the bottom of the switch decreases the beeping [doesn't change RPM at all] but it starts back on the road. The volume goes up and down and eventually stops after about an hour, and the light goes out. This ain't in the book. What's up????

Sounds like either the switch is failing (or failed) or a ground is bad. I'd start with the switch.
