Steering slack
When you hold steering shaft at steering box and turn it back and forth how much movement should you have if any ?

I don't know the answer, however, there will be some "slack". Gear lash is the key. Measure the amount of movement when the steering is centered, then at both lock-to-lock sides. This should be very close to the same amount, if not, it means the steering gear is worn. I suggest phoning Spartan and asking this question.

There should be about 1 inch of free play in the steering wheel. Be careful of adjusting steering box without checking the rest of the steering linkage. Steering box adjustment isn't done very often.

I have no play at all. I have 2000 american eagle on spartan mountain master chassis. On mine there is a set screw on the steering box that is super easy to adjust. It has to be adjusted exactly right to handle right, but if you adjusted to too loose or too tight, just change it. If it too loose, it would be hard to keep the rig going straight, too tight it's hard to make small corrections. I spoke with an expert on how to adjust it. The set screw has a nut around to tighten once you set the set screw. He said to loosen the nut, then turn the set screw until it bottoms out, then turn back a tiny bit. then tighten nut. There is a manual for the steering box I found online, with the same instructions. The set screw adjust the gap between the gears, so there should be no play at all.

one more thought. mark the set screw where it was before you adjust it.

And that is why I suggested measuring slack/play when the steering wheel is centered, and at both ends of travel. If the play is less at the ends of travel the gears are worn.
