Vacuum in Fuel Tank

Hi everyone,
While traveling in WY on I 80, I began to get some surging going up long grades. When I pulled in for fuel I found a very strong vacuum when I removed the cap. After filling up the surging problem was gone. Since then I have been checking but have only found a slight vacuum sometimes. Is there a vent on the fuel tank beside the caps?

Normally yes. It sounds like the vent is blocked. If this just started you may have a mud dubber stopping it up. check for a rubber tube on top of the tank.
