Fixed the problem
Thanks to all for the help. The problem turned out to be a small "circuit breaker" mounted on the 12 v power strip for distribution to 12 v areas. I had tested it early on, but without a load, so it looked fine. When the lights were turned on the voltage to the entire 12 volt panel fluctuated. This power is provided by a #4 gauge cable that terminated on the "on" side of the battery disconnect switch through this circuit breaker (one for each connection). Apparently, the small circuit breaker was weak and with 12v going through it, over-heated and opened the circuit, cooled and closed, over and over again.
Anyway, $5 part and my battery power for lights, etc. is working well. That's ten hours of my life I'll never get back, but I'm retired so it all worked out.
