1992 Fleetwood Southwind instrument panel fuse

I just purchased a 1992 Fleetwood Southwind 30' on a chevy P30 chassis. I noticed that my gauge lights were not working, changed the bulbs and still not working. I then looked in the fuse panel and found a fuse labeled inst/gauge tat was blown. I changed the fuse and it blew again instantly as soon as I turned the key on. I then unhooked the connections on the back of the gauge panel and tried another fuse and it blew again. What else could this circuit be powering that is causing the short?

Since the lights are probably controlled from the light switch, I'd start there and see if it could be causing the issue. Are all the clearance, side marker lights working?

Thank you! Yes.....all the lights on the outside are working fine. It blows the fuse when the key is turned on without touching the light switch. It's odd because everything else on the coach works fine.
