2007 front engine gulfstream frieghtliner chasis problems

We own a 2007 Gulfstream FRED chassis Frieghtliner 37 foot. We have no fog, clearance or tail lights. We have checked fuses located at the base of the stearing column, in the drivers side front compartment, at the base of the bed. I called gulfstream and they said to check the passenger side rear compartment, but there are no fuses or breakers located there.
The manual is vague at best. none of the breaker, fuse or other look like any of the drawings. Any ideas?

If all fuses are good, be sure to check or just add additional ground conductor to the circuit.
