The problem is that the coach hasn't weighed its "empty weight" (UVW) since it left the factory. By the time it was delivered to you, it gained some water and a bit of gear (hoses and such), and you have no doubt added more. Maybe only a few hundred lbs, but more like substantially more. Surely you have some pots & pans, clothing and gear onboard, even if not actively camping in it? Get it to a scale and weigh it as it is now and compare that to the 33,000 lb GCWR.
The factory UVW and CCC will be listed on the federal certification placard on each specific coach. That will give you a rough idea of the actual max tow (the difference between UVW and GCWR, but since the coach will surely have a driver and water and gear and likely at least one passenger, the factory UVW isn't of much value.
