Having built one of these many years ago I think what we have here is a homemade coach. the front had overhead lights evidenced by the bondo work, the step up is very rough if looked at closely you can detect where the curved section of the taller section was cut and crimped over to make the curve. Looking at the side you can see a continuous drain rail typical of a school bus.
I think that there were two bodies pieced together. the front being older model before the height standards were increased for school buses answering why two different heights. Probably the front end of the newer section was not cab over and cut off and the body moved forward. and older front section which was cab-over added to the front.

I agree that this may have been a custom build from two buses. The front end looks like the General Motors 4502 "old look" bus that I rode to school in my early school days. Most of them had the top of the windshield tilted inward to reduce driver glare, but I'm pretty sure that there were some models with the flat windshield as shown. What looks like the "Superior" name might have been the name "Suburban".
