Easiest way would be to install a hand brake lever. I have done a couple and it is not hard it is a PITA but not that complicated just the parts can be a PITA to get to. I assume this is on a Workhorse chassis it would help to know which setup it uses, there are a few variations. First thing is unhook the brake cable at the remote this requires 2 3/4 wrenches and a bit of time. Block the wheels and raise the unit up, on the passenger side inner frame rail behind the trans is the remote it has a large spring brake and a hyd cylinder that releases it. On the front of that is a long bracket with the cable attached. The rod coming out to the cable has 3/4 lock nuts you loosen them to unthread the cable off the rod. Once you get it loose it starts going faster as you can free spin it to remove it. With the cable unhooked follow it to the other end where it will have a clevis and pin remove the pin and pull the cable out. It may be clamped on top of the trans. Your new hand brake will require a cutout in the floor and perhaps a support plate as well they also make one that will mount to your floor flat so all you need is to mount it and drill a hole to route the cable down to where you removed the other cable then mount the new cable and clevis where the other one was and adjust the new parking brake. Simple but at my former shop we charged 6 hours to do it because it is time consuming.
