Brake Issues

i have a 1996 gulfstream sport when i push down on brake pedel it is hard to push and does not come up all the way i have put a new master cylinder and hydro boost on it aand a rebuilt power steering pump flushed out old brake fluid. any thoughts out there what could be wrong

While it was apart, did you check the pedal linkage to see if it is seized or binding. Look at the pedal pivot, inside and any links between the firewall and booster. They bind up from sitting.
