bigeagle welcome to irv2.
You didn't what chassis you have or the year of your coach.
There is a recall for the Workhorse braking system and if you have a Ford go to dealer and have it checked out.

Check the pedal assembly, seems like there is a bind somewhere. May be a little rust in a joint.

2003 is a Workhorse chassis and it should be covered under the recall. First you should go to Workhorse.com and regester your chassis under your name and find out if it is covered. Then find a Workhorse service center near you and have them check it. The problem is most likely the pivot shaft in the brake pedal linkage that needs to be lubed and is some times hard to get to but this may have caused other damage to the brakes that would be covered under the call back.

Although I did not experience the problem I drilled, tapped, and installed a grease fitting on the bell crank/pilot shaft tube.
Workhorse went standard with the fitting sometime after my chassis was built in mid 2003.

The recall does not address this issue - it involves replacing the calipers but if it hasn't been done on your coach I would get it done for sure.

I checked workhorse recall list. and it is not for a p32 chassis. Could a diaphragm in the power booster cause this problem if it leaks??

Check the master cylinder brake fluid reservoir for contamination. I have seen unknowledgeable service stations add oil to the brake fluid reservoir which will expand the seals in the brake system and cause the brakes to drag.
