Does Ca. require 1998 diesel pusher to retrofit exhaust to meet the laws?

CA's version of EPA is CARB. There is no update requirements for any Diesel engine in the state...OEM for the year of mfgt is the only expectation.

And, since there is no emissions check for Diesel engines in vehicles with a GVWR over 14,000 lb, there are no controls on owner modification for RV's

I have to take my 2012 sprinter 2500 in for smog inspection, they don't do anything or connect anything to it, they look under the hood and the exhaust pipe, and I pay then 60 dollars

You have to take it down to have them verify the VIN thou but that's with any vehicle for CA. So be sure you know exactly which CA DMV office they would like you to take it to. There are several around us but they specified one to take the RV to. Oh and be sure you have all your paperwork correct and even if you do you may have another hoop to jump thru. Before we could get our tags for the RV we had to send paperwork to MI and AZ asking for certified letters stating that the RV had not been registered or titled in either state. That was another $100 or so for that for us.
