Since you have IR LEDs but no clear image, I believe your issue is with the cover glass over the camera. Anything on the glass will blur the image. One other possibility, on a SLR camera, the focal point for IR film is different than for regular film. Perhaps your lens is out of focus for infrared. I'm not sure what the cure would be, except to focus somewhere between the two foci points -- if the lens could be adjusted. Contact the manufacturer of the camera. Maybe Monaco used a cover glass material that diffuses IR radiation. Temporarily removing the protective cover might expose the issue.

Found this:

"One important consideration is the fact that many lenses will experience a shift in the focus of the scene when the camera enters night mode and is imaging primarily with longer wavelength IR light, which can cause the scene to become blurry. When using a camera with an automated cut filter, selecting an IR-adjusted lens will compensate for this potential shift in focus."

I want to say that when the camera was installed, it was installed as it came out of the box and should work as designed.

If it doesn't look reasonably close to this, then maybe another lens was added. The camera does have it own lens.

Try this Printer. When you view the picture on Photobucker, right click "Copy Image Address", then click on the yellow icon with the mountain, and past the image link there. That will let the picture show in your post. Got that? Try it.

Another way is to change url & /url to img & /img

On newer macs, two fingers on the pad, then click, if using one button mouse, hold down control (ctrl) key and click.
