It might help identity to show size, and the RV in question. Is the black thing shown a wire or a broken plastic connector? Photo views of the other side might also help.

Yes it's pretty much what you see there and the black wire is an antenna of some sort.

At least we now know it's small enough to fit in a cupboard but because we don't know the size of the cupboard we still don't know the size of the item.

I tried doing a Google image search, but the angle of the photo and the 'lid'(?) behind it made it too difficult to get any results. If you take a side on photo with a plain background, perhaps Google could help.
Have you removed the screws at the corners? Is the slot wide enough for a seat belt strap? Is it just plastic or does it have some weight to it?

Does the wire have multiple conductors inside? What's down in the little raised slot? My WAG is that it is a horn/siren for an alarm system.

Take the 4 screws out and see if the cover comes off.
It appears the top could even be a weather shield or something........this is fun!

you could always open the box by taking out the 4 black Phillips screws and see what is inside. that may help us guess the purpose.

I have one of those mounted on a post in my driveway. Its a motion detector that makes a buzzard go off in my house when someone is pulling in my driveway. The wire is actually an antenna that sends a signal to a receiver in my house that is plugged into an electric outlet.

It is part of a motion detector.
In fact, if it works, they're $23.95 at Home Depot.

Does it come with the "buzzard" or is that a upgrade option?

Dang you're good!!
What do you feed the 'buzzard' to get it to be quiet until next visitor shows up?
