Here in WA they do, found that out in 1998 when we bought a new Honda that had tinted windows. Took it to the patrol office, they got their meter out and side it was right at the limit. Luckily the tint lightens up as it ages.

That's why I always tint the side windows at 20%. I too have sensitive eyes, I've worn sunglasses since high school, everyone thought i was just being cool. In fact i'm never without them outside, even while driving. The clear film would only work on the windshield for those like us, it would eliminate all heat from it.

Here's just one of them that offers an optically clear film that greatly reduces the heat. Read the reviews and you'll find a bunch that had it applied to the windshield and the results.
