The weight definitions changed on June 2, 2008. Before that, the RVIA's definition of CCC applied and it was independent of occupants, water and LP. After that, the federal OCCC covered everything except LP.

Even earlier than the RVIA CCC was the RVIA NCCC. NCCC was almost the same as the current OCCC - it included all cargo of any kind, people, water, LP, and gear of any kind.
