Ken,
You will have to give us a little more to go on than this.
Pictures help a lot.

On many RVs it is normal for the fresh water to siphon out through the overflow..... down to the 3/4 or 2/3 level.... after it is fully filled, (especially if/when the RV is moving).

The plastic handle on my city water fill valve rounded out on the inside, so when you turned the handle, the valve did not actually open/close. Quick fix was to remove the handle and turn with a wrench. Then I found a metal handle at Home Depot that fit to replace the plastic one.

I would make sure that someone didn't actually turn on the pump inside while flushing toilet or showering ect and then shut it off afterwards. Maybe out of habit. If they did it would most likely use water from the tank even though you are hooked to city water.

For much information about fresh water loss do a search here on iRV2 for "water siphon".

I had this happen last year. It was apparently caused by the plastic handle being left in the city water position while disconnected from city water. Once I turned handle to position called "normal" problem stopped. I hate that terminology. Normal to us is being hooked to city water. Was it so hard to call it something like freshwater tank?
