No following the repair book and and diagnostic test I did a fixed excitation test/rotor amp draw test 12 volts,
Past that I am lost, there is a red led on regulator that glows when gen is running.
I have no idea how to externally excite.
I guess I will take it to shop.

I had a similar problem you are describing last year with my Generac.

Generac NP-66 Diagnostics Help

I was getting a lot lower voltage than what you are measuring but that is more of a function of the residual magnetic field in the rotor...yours might be a little bit stronger than mine.

The field boost uplift kit is cheap and easy to install yourself. Let me know if you are struggling to find it.

I adjusted potentiometer on vr and now have 60hz but only 41 volts on each leg
