That louvered panel, is held in place with screws, on or around the perimeter. Now, I can't guaranty that it's exactly like ours but, maybe should be close. If you open the compartment that's right next to it, you look at the door jamb for that louvered panel and, you'll see some screws. Some up high and one or two, down low.
Then, lay on your back, under that louvered panel and look up at the bottom. You might see a couple more. Once all the screws are out, that panel will hinge upwards, just like a normal compartment door. However, it will NOT STAY UP due to the fact that , there's no gas strut to hold it up. So, get a stick ready, about the same length as the height of that hinge, from the ground. That still will be the "strut" to hold it up.
From there, you can take your time in cleaning that condenser. One thing though, be very careful. Those fins on that A/C condenser are very, very weak. They will bend very easily. A buddy cleaned his with a garden hose and a small diameter nozzle and, bent most of them all the way over, before he even recognized he did it. So, just be careful.
