I had a similar problem on my 2001 Horizon and I ended up replacing the sending unit. On mines mothe the tach and speedometer were going crazy so I replaced both of them. This was about 6 years ago so I'm a little fuzzy on the exact details.

Crazy gauges can often be caused by a bad ground connection.
