If you do have the smart wheel , the I would venture you have a " clock spring " failure . The clock spring is a coil of flat wiring that is the electronic link from the switches to the control box at the base of the steering column, the wiring coils and uncoils as the steering wheel is turned; so after any corner contact can be broken or re-connected.
