That's quite good for a 13k BTU, which brand and model A/C do you have?
Previous experience with Coleman is that they want 12-13 amps running, where my Carrier (preferred brand) units are 9-10 amps and the larger 15kbtu is 12-13.

I haven't found any current units (as the Carriers are no longer made) that are as efficient as they are.

See my original post for the dropbox link to pics of the labels. The 13.5k reads COMPRESSOR 12.1 RLA; 59.0 LRA: FAN MOTOR 2.5 FLA: 5.8 LRA.

I wasn't really trying to get startup draw because it ran fine at startup (which is when classically you see problems). That's what was odd about the problem I was having, it would trip the breaker after running for at least 10-15 minutes just fine, compressor had been running the whole time.

I think your spot on, if breaker looks like it has been hot time to replace with new.
