Fleetwood South Wind Electrical Problem

When I turn on my lights switch on the dash my headlights come on. No dash lights, no taillights, and no clearance lights. Turn signals and brake lights work fine. Getting no help from Fleetwood or Workhorse (37 foot on a Workhorse chassis). Checked every fuse I could find (4 different fuse panels and some in-line fuses) and all check good. Should be a common problem for all non-working lights. Maybe the dash light switch?

Each of those should have its own relay to delivery power to the circuit. And each its own fuse too. That means the common point of failure is upstream, perhaps at the headlamp switch which is probably the trigger point for all those circuits.
