Free the Stick!

We have a Cummins ISC and the oil dip stick is held in place by a rubber stopper which you screw clockwise to tighten and counterclockwise to free! However, when I went to check my oil this am the stick moved freely counterclockwise but when it gets to the final "unlock position" it binds and just clicks.... The entire stick also vibrates in the shaft... Any ideas on how I can get the rubber stopper to unbundle and free my dip stick?

By the way.... Can you check oil levels when the unit has sat for several days....or do you need to run the engine and get the temp-up and the fluids circulated?

I don't know anything about your dip stick but it works great checking the oil level on any engine when it's cold and after sitting all night or longer.
