The overflow drain doesnt have a valve, it is actually the vent for the tank. It is on or near the top, and if you overfill the tank, it will start flowing out the vent. If the tank is overfilled, it will continue to run out the vent until the water drops below the vent. I have found in the past, if the water is running out the vent tube, open a couple taps in the rv to create a suction into the tank in the vent pipe. This should stop the water coming out. If your water tank didnt have a vent, when you use the water at the tap, it would collapse the tank. Some people just fill up the tank until the water starts pouring out. If your tank is like mine, and likes to siphon part of it back out, I just watch the water guage in the rv, and stop when it reads full. x2 on you having the drain valve open. The vent can only drain it when it is full. Hope this helps.
