GFIs won't reset when no power is present. Since you have more than one that will not reset I suspect that you have a fuse or breaker somewhere that has gone bad. You could pull a GFI outlet and see if power is present.

Sounds to me like the GFCI(s) are working as designed.

And you have water inside an outlet or junction box somewhere DOWN LINE from the GFCI(s).

The Frying sound was water boiling between the white and black wires. When the GREEN wire got in the act.. CLICK and darkness ensued.

GFIs are not dead. Likely pedestal neutral issue. Resolved itself (?) Read back a bit.
