Sounds like some wire or wires became disconnected. Check also for loose or corroded bayonet connections, probably on the back side of the toggle lever.

Yes, do what others have suggested. Here's something I ran into when we purchased our new to us '04 Itasca Horizon 36GD a couple of months ago. The passenger side mirror would move left and right but not up and down. Kind-a-like your spot light. Now, unlike your spot light, I can actually interchange mirrors to do some testing to eliminate certain prospects of a the problem.

Well, long story short, after messing around with it for quite a while, I simply MANUALLY moved the mirror up and down a zillion times by hand. Then, hooked everything up and vualllllla, it worked and has ever since. What we figured was, the previous owner, never moved the mirrors 'cause he was the only driver. So, thinking that, that was most likely the answer, I move the mirrors full swing, left to right, up and down every chance I get to keep them active in their travel.

Now, would this MANUAL movement of your spot light work too, who knows? It might be worth a try but, by all means, don't force anything that seems to be locked up.
