Hang the picture the same as you would in a house. Then use "Museum Putty" on the corners to keep the picture from moving.
There are a couple of brands, one is actually called Museum Putty and another is made by Loc Tite.
It looks like the clay you used to play with as a kid. However it will stick the the wall and frame very well but can be removed leaving no trace. We use in on pictures, lamps so we don't have to put it away each time we move, and other nick naks that are semi permenant.
