Hang the picture the same as you would in a house. Then use "Museum Putty" on the corners to keep the picture from moving.
There are a couple of brands, one is actually called Museum Putty and another is made by Loc Tite.
It looks like the clay you used to play with as a kid. However it will stick the the wall and frame very well but can be removed leaving no trace. We use in on pictures, lamps so we don't have to put it away each time we move, and other nick naks that are semi permenant.

We just "yanked" the ugly "art work" off the wall (very carefully) It was hung with a traditional nail and the bottom edge had some really sticky black tape. Lucky for us the tape came off clean and didn't ruin the "wallpaper". I'm going to try command hooks to hang some other items (much to DH chagrin..)
