I'd remove the cable and sheath so I could accurately measure it's length. There are many places that will build a cable to your specifications, including local auto parts stores and marinas, also many places online.

If it snapped under the dash, you can pull the inner wire with pliers to open the hood and remove the cable to measure it.
If it snapped under the hood, with it closed, that's a whole different game. I hope you can get to the latch from another spot to release it. Pull the grill or headlights to gain access.
If you get it out, don't let the hood close until you replace the cable or at least hook a wire to it, that can be pulled from the grill.

I had the emergency break cable break on my 2001 Yukon. I ordered a replacement from Rock Auto.

Go to Napa and buy a generic cable and replace your old one.
