Welcome to iRV2.
Springs are for retracting the levelers only, so that wasn't the issue.
Does the pump stop running ? Or does the pump run and the jacks won't lift ?
If the pump stops, it could be the 50 psi switch; that prevents the system from over pressurizing.
If the pump runs, then good chance it's the pressure return , shuttle valve; not fully seated ; and dumping fluid back to the tank.
Do you have the system manual ?

A couple of questions:
- does the pump keep running when the contact the ground?
- does the pump change pitch (sound) when the jacks contact the ground?
- when you stop trying to raise the do they retract?
It could be the shuttle valve or maybe air in the system.

Sometimes all that it needs is a clean out , might be worth a try.
