Inverter lite?

Per my control panel, Although my inverter stays off, when not in use of course(and the on/off light IS off), the first and often second "meter" lights stay lite. Is this normal? When I do actually turn on inverter boondocking on light comes on and scale lights move up as would be expected. It just seems strange that although inverter is off, it still has a low reading of current. Hopefully this is nothing to be concerned about and has been that way since purchase. What's the vote...OK??????

There is, most likely, a "back door" circuit causing the lights to remain on.

Are the lights indicating the power draw of the inverter from the batteries? If so, many inverters have a small power draw even when off. This is normal. Mine is about 1/2 amp.

Actually, I think the lights are NOT indicating a, at least substancial, draw in amps. I checked again a few minutes ago and if I lean down and get eye level to lights I believe the second light is hardly a glow which makes me think the light I thought I was seeing from a couple of feet above second light looking down on panel was more of a reflection "glow" up from bottom light. The bottom light is scaled at <10 so could be no more than 1/2 amp as you suggest. As I mentioned in OP when I do turn on inverter the light scales move right up where expected. I seem to have no trouble watching a little TV on inverter and running a couple of fans after generator hours through the night. Thanks.
