Kwikee electric step motor fuse

The fuse for our electric steps motor blows as soon as we replace it. Does anyone have any idea what would cause it to keep blowing?

A short. Disconnect wires to steps and see if it still blows if it does there is a short in the wiring. If it does not then something on the steps are bad like controller or motor.
