Kwikee Step removal

Friend has a HR Admiral SE on a Ford F53 chassis. The coach had a Kwikee 2 step that he had replaced with a 3 step to make entry easier for his elderly wife. I'm now trying to remove the steps and put the original 2 step version back on for curb clearance. My problem is that several of the mounting bolts spin when I try to remove the nuts on the bottom side. I've tried everything and can't even see the bolts from the top. How can I get these off? The only thing I haven't tried is an impact wrench.

You can try this. Use a small drill bit to drill a hole into the end of the bolt. Next put a left-hand thread philips machine screw into the bolt with lock tight. This should allow you to remove the nut with a box wrench.
