The flashers were not your problem, they are in series with either a relay, or the lamps themself's They are mounted on a insulated fuse block, so they cannot short to ground, and if they short internally, the lights just stay on and not blink. Your problem was the sockets shorting internally, thats why the short went away when you removed the bulb, when you re-inserted it, it shorted again, as other posters and I have said the sockets become damaged and short out. But you now know how it comes apart from one end (steering wheel) to the other (tail lights)

I am in partial agreement with you.

the exception being the short continued after the socket was removed from the circuit. but only worked when the flashers were replaced.

I tried to say, it went beyond bad sockets or bulbs in my case. the bad components damaged the flashers also.
